Oil from the BP blowout is degrading rapidly in the warm waters of the Gulf of Mexico and becoming increasingly difficult to find on the water surface, the head of the National Oceanic and Atmospheric Administration said Tuesday.

“The light crude oil is biodegrading quickly,” NOAA director Jane Lubchenco said during the response team daily briefing. “We know that a significant amount of the oil has dispersed and been biodegraded by naturally occurring bacteria.”

Lubchenco said, however, that both the near- and long-term environmental effects of the release of several million barrels of oil remain serious and to some extent unpredictable.

“That was not his task and that’s not the task of NASA,” Gibbs said.

Bolden, though, said last month in the interview that it was President Obama who gave him that task. He made a similar claim in February.

The White House also backed up Bolden last week when his remarks first stirred controversy. A White House spokesman last Tuesday said Obama wants NASA to engage with the world’s best scientists and that to meet that challenge, NASA must “partner with countries around the world like Russia and Japan, as well as collaboration with Israel and with many Muslim-majority countries.”

The UN’s Intergovernmental Panel on Climate Change misled the press and public into believing that thousands of scientists backed its claims on manmade global warming, according to Mike Hulme, a prominent climate scientist and IPCC insider. The actual number of scientists who backed that claim was “only a few dozen experts,” he states in a paper for Progress in Physical Geography, co-authored with student Martin Mahony.

“Claims such as ‘2,500 of the world’s leading scientists have reached a consensus that human activities are having a significant influence on the climate’ are disingenuous,” the paper states unambiguously, adding that they rendered “the IPCC vulnerable to outside criticism.”

Hulme, Professor of Climate Change in the School of Environmental Sciences at the University of East Anglia – the university of Climategate fame — is the founding Director of the Tyndall Centre for Climate Change Research and one of the UK’s most prominent climate scientists. Among his many roles in the climate change establishment, Hulme was the IPCC’s co-ordinating Lead Author for its chapter on ‘Climate scenario development’ for its Third Assessment Report and a contributing author of several other chapters.

Mr. Armstrong; Eugene A. Cernan, the commander of Apollo 17 and the last man to walk on the moon; and James A. Lovell Jr., the commander of Apollo 13, wrote a letter last month that called the proposed changes to the National Aeronautics and Space Administration “devastating.”

First word emerged that the inspector general for the National Science Foundation would look into the Penn State panel reviewing the climate scientist, who is currently director of the school’s Earth System Science Center. by Ed Barnes

The Penn State climate professor who has silently endured investigations, hostile questioning, legislative probes and attacks by colleagues has finally spoken out. He says he’ll sue the makers of a satirical video that’s a hit on You Tube.

Their response: Bring it on.

Michael Mann, one of the central figures in the recent climate-data scandal, is best known for his “hockey stick graph,” which was the key visual aid in explaining how the world is warming at an alarming rate and in connecting the rise to the increase in use of carbon fuels in this century. E-mails stolen from a university in England were released online, revealing exchanges between climatologists and a reference to a “trick” that Mann had used to get the graph to portray what global warming scientists wanted to see.

The parody video, titled “Hide the Decline,” had more than 500,000 viewers on YouTube and received national attention when Rush Limbaugh played it on his radio show. It features a cat with a guitar, a talking tree, and a dancing figure sporting the image of Professor Mann. It’s the use of his image that Mann is complaining about, arguing that the video supports “efforts to sell various products and merchandise.”

“The guy is crazy to threaten legal action,” said Jeff Davis, the President of No Cap and Trade, a large organization that includes the group Mann is threatening to sue, Minnesotans for Global Warming. “A lawsuit would give us full discovery — and there’s a lot to look at in his work.”

A top secret space plane developed by the US military has blasted off from Cape Canaveral on its maiden voyage.

Billed as a small shuttle, the unmanned X-37B heralds the next generation of space exploration. It will be the first craft to carry out an autonomous re-entry in the history of the US programme.

But its mission – and its cost – remain shrouded in secrecy. The Air Force said the launch was a success but would give no further details.

However, experts have said the spacecraft was intended to speed up development of combat-support systems and weapons systems.

There have already been accusations that the programme could lead to the ‘weaponisation’ of space.

“The United States entered into the challenge of space exploration under President Eisenhower’s first term, however, it was the Soviet Union who excelled in those early years,” the letter begins.”Under the bold vision of Presidents Kennedy, Johnson, and Nixon, and with the overwhelming approval of the American people, we rapidly closed the gap in the final third of the 20th century, and became the world leader in space exploration. …

“When President Obama recently released his budget for NASA, he proposed a slight increase in total funding, substantial research and technology development, an extension of the International Space Station operation until 2020, long range planning for a new but undefined heavy lift rocket and significant funding for the development of commercial access to low earth orbit.

“Although some of these proposals have merit, the accompanying decision to cancel the Constellation program, its Ares 1 and Ares V rockets, and the Orion spacecraft, is devastating.

Harrison Schmitt’s credentials as a space policy analyst include several days of walking on the moon. The Apollo 17 astronaut, who is also a former U.S. senator, is aghast at what President Obama is doing to the space program.

“It’s bad for the country,” Schmitt said. “This administration really does not believe in American exceptionalism.”

Schmitt’s harsh words are part of a furious blowback to the administration’s new strategy for NASA. The administration has decided to kill NASA’s Constellation program, crafted during the Bush administration with an ambitious goal of putting astronauts back on the moon by 2020. Obama’s 2011 budget request would nix Constellation’s rocket and crew capsule, funnel billions of dollars to new spaceflight technologies, and outsource to commercial firms the task of ferrying astronauts to low-Earth orbit.

by Andrew Orlowski

More trouble looms for the IPCC. The body may need to revise statements made in its Fourth Assessment Report on hurricanes and global warming. A statistical analysis of the raw data shows that the claims that global hurricane activity has increased cannot be supported.

Les Hatton once fixed weather models at the Met Office. Having studied Maths at Cambridge, he completed his PhD as meteorologist: his PhD was the study of tornadoes and waterspouts. He’s a fellow of the Royal Meteorological Society, currently teaches at the University of Kingston, and is well known in the software engineering community – his studies include critical systems analysis.

Hatton has released what he describes as an ‘A-level’ statistical analysis, which tests six IPCC statements against raw data from the National Oceanic and Atmospheric (NOAA) Administration. He’s published all the raw data and invites criticism, but warns he is neither “a warmist nor a denialist”, but a scientist.

The announcement of an end to immediate ambitions for an American to again reach the moon, on the seventh anniversary of the Columbia space shuttle disaster, sets the stage for a furious battle in Congress over US manned space exploration.

Politicians from Florida, Texas and Alabama, three states that have lost thousands of jobs in the space industry from this year’s planned retirement of the ageing shuttle fleet, promised a fight to keep the moon programme, Constellation, alive.

“They are replacing lost shuttle jobs too slowly, risking US leadership in space to China and Russia, and relying too heavily on unproven companies,” said Bill Nelson, a Democratic Senator for Florida and former astronaut who flew one mission in 1986.
